Hon. Paul Bacigalupo, Ret. Judge Paul Bacigalupo has been a leading voice for attorney and judicial wellness throughout his judicial career, starting at the CA State Bar Court where he was the founding Supervisor of the Lawyers Assistance Program, and 22 years as a trial judge throughout the civil and criminal Los Angeles Superior Courts, including a full- time assignment for 5 years in the court’s civil mandatory settlement program where he settled almost every kind of two party to complex designated civil case.
As the 89th President of the CA Judges Association, he founded its Mindfulness and Wellness Committee and has been speaking and writing on this subject for attorneys, law firms, bar associations and judges at conferences and webinars throughout the United States. His commitment to well-being has left a profound and enduring mark in the legal community.
Judge Bacigalupo has spent his career mentoring attorneys who aspire to get appointed to the bench and is the founding Chair of the CA Judicial Mentor Program, a partnership between the Governor Gavin Newsom’s office and the judicial branch. He’s also a former elected co-chair of the Judicial Branch’s Bench- Bar Coalition.
Judge Bacigalupo’s law practice included public and private complex construction law, business litigation, employment, insurance coverage, product liability, personal injury and toxic torts. He has had the unique opportunity to work with attorneys and judges throughout CA and gain an unparalleled perspective of the multi-cultural and ethnic nuances of decision-making processes involving injured persons, attorneys, courts, jury pools, insurance carriers, businesses, partnerships, domestic and international corporations, joint ventures and government entities.
Judge Bacigalupo has been a mediator for over 35 years, joining ADR Services in 2024. He handles mediations, arbitrations, judicial reference and special master cases.

Anthony S. Khoury, Esq., LLM Anthony is a full-time neutral—currently serving on the mediation panels for the Mediation Center of Los Angeles (MCLA), Alternative Resolution Centers (ARC), and the American Arbitration Association (AAA), and is also serving on the AAA Panel of Employment Arbitrators. He has more than 20 years of experience in the legal industry, culminating most recently with a position as a Court Commissioner in Kern County where he presided over very diverse calendars, created a civil mediation program for limited civil, small claims, unlawful detainer, and civil harassment matters, and created a voluntary settlement program for family law matters. He also served as a mandatory settlement conference judge for unlimited civil matters.
Prior to taking the bench, Anthony ran a successful law practice for over a decade, specializing in civil, business, and employment law litigation. Due to his impeccable ethical standards, he was appointed in 2021 to serve as an alternate member on the State Bar Committee on Professional Responsibility and Conduct (COPRAC), and served in that capacity until 2024.
Since leaving the bench in December 2022 to become a full-time neutral, Anthony has graduated with an LL.M. from the Straus Institute of Dispute Resolution at Pepperdine University Caruso School of Law, he has become a member of the International Academy of Mediators (IAM) Mentorship Program, he founded the Southern California Mediation Association’s (SCMA) Commercial and Employment Mediation Professional Development Group, and he was elected to the SCMA Board of Directors in December 2024. Anthony is an Adjunct Lecturer in Law at USC Gould School of Law, teaching Arbitration in the United States, and is also an Adjunct Professor of Law at the aforementioned Straus Institute, where he is teaching Employment Disputes. He also serves on the San Fernando Valley Bar Association (SFVBA) ADR Section Committee.
Anthony has given numerous presentations on mindfulness in mediation, for the American Bar Association (ABA), Beverly Hills Bar Association (BHBA), the Illinois State Bar ADR Section Council, SCMA, and SFVBA, is a Yoga Alliance-certified yoga instructor, and served on the California Judges Association (CJA) Mindfulness and Wellness Committee during his time on the bench. Anthony is currently serving on the CAALA Wellness Committee.

Afnan Shukry (Moderator) Afnan is a personal injury and sexual abuse and misconduct attorney in her 6th year of practice. Previously Afnan worked at plaintiff-side law firms, Taylor & Ring and Kermani LLP, where she specialized in personal injury claims and sexual abuse cases. Afnan earned her bachelors from the University of California, Los Angeles. Afnan graduated from King Hall School of Law at the University of California, Davis. During law school, she wrote and was an editor for the Journal of Juvenile Law and Policy, and she was an editor for the Business Law Journal. Afnan was also a student advocate at the UC Davis Civil Rights Clinic providing pro-bono representation for inmates suffering from civil rights violations.
